Tom Bentley's four challenges:
1. How to start innovation from the edge: ie not always from big companies or not always from the top down;
2. How to help people learn from doing
3. How to connect workplaces so that they can share and collaborate and
4. How to strengthen the level of honesty in organisational decision making so that more people can contribute or feel they want to contribute.

These are all cultural aspects of innovation. And right to be emphasised. Sometime it appears that just getting the right skills and organisaitonal framework in place is sufficient. In truth, a negative culture (whether in an organisation or in a State) can kills the process of innovation before it begins.

A culture where innovation flourishes needs to:

celebrate and respect learning
be flat and flexible in structure
allow failure in the early stages and learn from failure and as well as success
An edict to be more innovative rarely achieves the desired effect when all the other conditions remain unchanged.
